Creating a SP List via Excel - Import from Spreadsheet
When attempting to create a list from a spreadsheet, if you find yourself getting this error: "The specified file is not a valid spreadsheet or contains no data to import." and you just can't think of the last thing you changed in your SharePoint environment, consider your client machine.
 
Here is the solution:
• In Internet Explorer click Tools --> Internet Options.
• Click Security --> click sites --> and add your site name.
